Risks and opportunities of reshaping global value chains

The paper reviews selected implications of trade integration via global value chains (GVC) and identifies gaps in understanding GVC risks. Despite recent significant progress, many risks remain unknown. also discusses pros cons possible strategies to minimise specific measures that are debated the literature. None proposed is a silver bullet best likely vary across products sectors. Most actions improve resilience lie with firms rather than governments. There less controversy about governments taking more proactive role co-ordinating data collection, analysing collaborating private promote standards conduct. In contrast, there agreement using financial incentives, regulatory requirements direct government control reshape GVCs. Government intervention creating costly distortions without minimising economic volatility improving national security, making international co-operation regarding social environmental goals difficult.
